Emily Watson - Archway Update

September 7, 2010

"The law is the only sure protection of the weak, and the only efficient restraint upon the strong." Millard Fillmore

"The best thing about the future is that it only comes one day at a time." Abraham Lincoln

"Don't hit at all if it's honorably possible to avoid hitting; but never hit soft!" Theodore Roosevelt

"The finest steel has to go through the hottest fire." Richard Nixon

"In times like these, it helps to recall that there have always been times like these." Paul Harvey

Julian Griner brought us sunshine, with quotes of the famous:

"Sometimes, when I look at my children, I say to myself 'Lillian, you should have remained a virgin.'" Lillian Carter (mother of Jimmy Carter)

"I had a rose named after me and I was very flattered. But I was not pleased to read the description in the catalogue: - 'No good in a bed, but fine against a wall.'" Eleanor Roosevelt

"Last week, I stated this woman was the ugliest woman I had ever seen. I have since been visited by her sister, and now I wish to withdraw that statement." Mark Twain

"The secret of a good sermon is to have a good beginning and a good ending; and to have the two as close together as possible." And at that point, Julian ended his presentation.

Jimmy Jeter introduced our speaker, fellow Rotarian Emily Watson, married to Sam Watson, with two children. Emily previously worked for congressman Sam Kingston, and now is the local director of Archway. Then Jimmy asked a riddle, what do you call a beautiful girl on the arm of a Gator? A tatoo.

Emily began by saying that Archway was a University of Georgia and local interests partnership. Then she showed us a computer presentation of a UGA demographics guy:

                              http://www.fcs.uga.edu/hace/gafacts/data/colquitt.html

Colquitt County total population in 2000                    42,053 (8,186,453 Georgia)

     % change 1990-1000                                              14.8% (26.4% GA)

     % change 1930-2000                                              37.3% (181.5% GA)

     % African American (AA)                                        22.8% (29.9% GA)

     % Hispanic (H)   more agricultural opportunity          14.8% (7.5% GA)

     Median age, White (W)                                          38.3 years (36.2 y GA)

Median age, AA                                                     27.2 years (29.3 y GA)

     Per Capita Income: 2005                                         $21,833 ($30,914 GA)

Transfer payments as % total                                   24.8% (13.5% GA)

% all persons below poverty level                              19.8% (13.0% GA)

     % W below poverty level                                           13.1% (8.2% GA)

% AA below poverty level                                          19.6% (23.1% GA)

     % Female-headed families below poverty level            41.3% (28.5% GA)

     % female-headed with children < poverty                    46.2% (35.3% GA)

     % on food stamps                                                    15.7% (10.1% GA)

     % Medicaid recipients                                               33.4% (24.3% GA)

% not completeing high school                                  35.1% (21.4% GA)

     % W not completing HS                                           27.7% (18.2% GA)

% AA not completing HS                                          49.9% (27.5% GA)

     % bachelor's degree or higher                                    7.5% (24.3% GA)

% AA completing at least bachelor's degree               3.6% (15.5% GA)

Infant death rates per 1,000                                       10.4 (8.5 GA)

     W infant death rates                                                  7.0 (6.1 GA)

AA infant death rates                                                17.6 (13.6 GA)

     % unwed births                                                         46.7% (37.4% GA)

     % W unwed births                                                     31.8% (23.7% GA)

     % AA unwed births                                                    83.2% (66.4% GA)

Emily then asked for solutions. One Rotarian suggested passing a law requiring mandatory jail sentences for all high school drop-outs, sentence to end when high school diploma or GED equivalent obtained with jail curriculum. That would solve part of the problem of dropouts, poverty, crime, and unwed mothers.

Another suggesting paying girls not to have babies, and not paying them (benefits) when they had babies. Another comment was that unwed mothers were awarded a cellphone, with monthly minute updates.
